This has been settled and resettled again and again.

How does it help to have every developer see a new bunch of FAILs?

I am working on a patch.  I do cvs update.  I reset.  I get new FAILs. 
Is that somehow related to my patch?  Is it a new test?

We have bugzilla, and its priorities, to record problems and flag
regressions.  It doesn't help for every single developer to see a whole
new set of FAILs just because a new testcase was added.
