[committed] Define ASM_COMMENT_START on PA


A recent patch exposed that we didn't define ASM_COMMENT_START.  Here
is a patch to define it.

Tested on hppa-unknown-linux-gnu, hppa2.0w-hp-hpux11.11 and hppa64-hp-hpux11.11.
Installed to trunk.
