[PATCH] config.sub support for the TPF OS


TO config-patches:

This adds support to config.sub to recognize IBM's TPF operating
system with the canonical system name s390x-ibm-tpf.

I've tested that the following strings are all converted 
correctly to the CSN: tpf, s390x-tpf, s390x-ibm-tpf.

Could you please apply this to the master version?

TO gcc-patches:

Once this is in the master version, OK to synchronize the
GCC copy?  (config.gcc already supports s390x-ibm-tpf.)
