[committed, top level] Make GCC_FLAGS_TO_PASS a superset of HOST_FLAGS_TO_PASS


This adds passing down of LD to GCC.  It also passes down DLLTOOL and
WINDRES (but the host versions now), but since they're unused this
shouldn't matter.  A nice simplification.

Tested on i686-pc-linux-gnu.  If this breaks anything, I would expect
it to be pretty obscure, so please tell me.

	* Makefile.tpl: Make GCC_FLAGS_TO_PASS a superset of
	HOST_FLAGS_TO_PASS.
	* Makefile.in: Regenerate.
