Accept as a comment yes, but as long as "#NO_APP" isn't output
as the very first characters of the assembly, whatever
comment-looking stuff is in those macros doesn't matter for any
target using GAS.  If that changes, the one with "#" is the only
one useful for GAS. (See gas/input-file.c:input_file_open and
gas/read.c:read_a_source_file.  Observe line_comment_chars being
consulted spuriously at most.)
