I had assumed the SH was a cc0 target, I didn't mean to imply anything
of the h8300's ownership. My mistake. I apologise for any confussion
this may have caused. However a MODE_CC vs. cc0 evaluation would be
useful to have for any target, but probably more beneficial to existing
cc0 backends (not all of which are developed purely voluntarily).
