Without a consensus on what goes where I don't want a patch that that
spreads the information about more places than at present or that would be
part of an incomplete transition without consensus to complete it.  (Or an
incomplete transition in any case; if after an analysis of the different
types of documentation and conventions and the distinctions between the
different places it can go and their audiences a consensus were to develop
that certain categories of information should go in the manual, then the
existing documentation in that category should move first before the new
documentation is added, to avoid yet another incomplete transition.  
Putting this documentation in codingconventions.html pending such an
analysis and discussion would be fine.)
