Re: PATH: call move init_reg_modes call (for compile-server)

I've renamed init_reg_modes to init_reg_modes_once,
to matched new naming convention.  Otehrwaise the
patch is unchanged.  Ok to check in?

(Yes, we should go through the various init_xxx routines
and classify them into _once, _eachfn, _eachsrc, or
_eachasm, but let's do that incrementally for now.)

	(init_regs):  Don't call init_reg_modes here.
	* emit-rtl.c (init_emit_once):  Call init_reg_modes_once here instead.
	* rtl.h (init_reg_modes_once):  New declaration.
	* toplev.c (backend_init):  Call init_regs after init_emit_once.
