Good question. Looks like this file got created before v3 was moved
into place.
There are a /lot/ of dependencies in v3, and I'm actually in the process
of creating more. Automake already adds rules to the v3 files to keep
themselves up to date; I'm not keen on the idea of maintaining a duplicate
list of dependencies by hand... if they could be extracted (perl hackers
out there?), or themselves easily generated, I'd say go for it.
FWIW, I've never had any problems with the timestamps causing spurious
regenerations.
