Please document the upstream location (automake CVS?) and maintainer of
these files in the list of upstream packages in codingconventions.html.
Where there are multiple copies of any of these files in the tree
(possibly not synchronised at present), please update all of them.
Ideally all subdirectories should use the toplevel copies, but that's
another matter.
