There are dozens of variants of autoconf 2.13 floating out there. I
can't tell for sure which one I used, but it's probably the official
2.13, or whatever variant of 2.13 is present in some version of Red
Hat Linux I used at the time. Hard to tell, but aiming at no-changes
at autoconf means we have to declare a certain autoconf tarball to be
the official one, and require everyone to use it. I'd rather not do
it. The result is close enough that I don't mind the minor
differences among the several autoconf 2.13s out there.
