Would you mind adding something like

This directory contains portions of the GNU gettext package, which is
not part of GCC but shipped with GCC as convenience.
to the/a README in the new top-level directory, adjusting the marked part
as you see fit?¹

¹ This was requested by RMS, and I will make similar changes to some of
the other top-level directories shortly.
