See this part of acinclude.m4:

  need_libmath=no
  enable_wchar_t=no
  #enable_debug=no
  #glibcpp_pch_comp=no
  #enable_cheaders=c
  #c_compatibility=no
  enable_abi_check=no  <---------
  #enable_symvers=no

The other part of acinclude.m4, ie GLIBCPP_CONFIGURE_TESTSUITE, is only
executed if native. So, default is no. Then, iff native and !cygwin, set
to yes.
