fix copyrights on frv library files

Doug Evans pointed out a month ago on the gcc list that there are a
number of frv library files that are missing the libgcc exception.  This
is obviously not intentional.  So here is a patch to fix it.

I will wait a couple of days for comments in case someone thinks I
should do this differently.

I just copied the libgcc exception clause verbatim from some other files
that already have it.
