[libstdc++, 3.3] Move LD_RUN_PATH patches over


My two LD_RUN_PATH changes (the second fixing a bug in the first, natch)
are moved over to the 3.3 branch after testing on i686-linux.

Note that this does not fix the BSD make problem as we originally thought.
Neil has since discovered that the assignment to CXX seems to be completely
ignored.  Nevertheless the quoting was still wrong, so this patch is
still proper.

Also, I've removed the duplicate "3.3 released" entries from the 3.3
ChangeLog.
