sparc symbol_ref_flags usage

- Subject: sparc symbol_ref_flags usage
* config/sparc/sparc.c (sparc_encode_section_info): Remove.
(data_segment_operand): Use SYMBOL_REF_FUNCTION_P.
(text_segment_operand): Likewise.
