We've bumped the Texinfo version requirement for fairly minor matters in
the past.  If after the problem is diagnosed and fixed it turns out that
it might affect info generation on some systems, we can bump the version
requirement now; otherwise, we only need upgrade Texinfo on gcc.gnu.org to
a fixed version.
