P.S.: Even if some port maintainers find that they must
disable this optimization, there is no need for a
reorganize_stack_p target hook: flag_stack_reorg can
be turned off in OVERRIDE_OPTIONS. And if it's just
not wanted for optimization reasons, it can be switched
off in OPTIMIZATION_OPTIONS.
