IIRC, the GNU Coding Standards recommend these files to always be
updated just before a release. I suppose, in the case of GCC, that is
such a large project and has so many strict dependencies on
config.guess/config.sub output strings, we'd better not follow this
procedure like that, but rather update these files earlier. Since
we've just branched for 3.3, I believe it would be safe to update
these files now. I'm not sure I have authority to approve such
changes for the branch, though :-( If I knew I did, I'd have approved
it right now.
