Is this OK for mainline then?
2002-11-28  Craig Rodrigues  <rodrigc@gcc.gnu.org>

        * configure.in: Use "missing" script to generate warning if
        flex or bison programs not found, instead of invoking "false".
        * configure: Rebuilt.
