Re: gcc-3.2 powerpc cross compile patch

That isn't how the gcc bootstrap worked for 2.95, and
I haven't this anywhere in the gcc docs.  Also, I've
seen similar patches posted for other architectures.  

Beyond that, it doesn't seem to make sense if you're
building a newlib-only gcc without glibc.
