Not yet, but I think it's worth doing.  Setting flag_pic to zero when
we are PIC amounts to lying to the rest of the compiler.

Yes, I know.  I'm talking about adding a DEFAULT_ABI test with all
uses of flag_pic in rs6000/*.  Many already do so.
