Minor fix to libstdc++-v3/testsuite/Makefile.in

- Subject: Minor fix to libstdc++-v3/testsuite/Makefile.in
I recently noticed that invoking
make -k check-target-libstdc++-v3
would sputter out with the message
WARNING: could not find `runtest'
make[3]: Leaving directory
`/home/zlaski/bld/HEAD/bld/i686-pc-linux-gnu/libstdc++-v3/testsuite'
:
and no tests would be run. Upon further investigation, I discovered
that `runtest' _was_ in fact invoked, but complained about not being
able to find init.tcl. This, in turn, was due to TCL_LIBRARY not
being set as it should have been. After the patch below is applied,
running 'make -k check-target-libstdc++-v3' now produces:

path
to 'expect' so that TCL_LIBRARY gets set. Fix warning message.
