Parallel build fix for canadian cross

Committed as obvious. Wish we autogenerated this information.
On a separate note, we mark all the build rules with $(BUILD_PREFIX_1) and
the link objects with $(BUILD_PREFIX). I'm guessing the latter should be
fixed.
