That's deliberate. In general people should be referring to internals
docs for the mainline - we want to discourage new developments being based
on release branches. Didn't you see the comment

The internals manuals are still installed with releases; that provides for
the specific case of people maintaining and bugfixing a release branch,
and for casual readers wanting to learn about GCC internals generally.
If however such casual readers go to the website, the appropriate
internals manual for them to read is the mainline one.
