Err...  Actually, we can.  Because when $build != $host, $AS will be
set to ${host_alias}-as, which is a cross-assembler from $build to
$host.  Look at the top-level configure, right below:

  # If we are doing a Canadian Cross, in which the host and build systems
  # are not the same, we set reasonable default values for the tools.
