Also, the rules about common initial sequences are themselves possibly
defective (DR#257). The DR (and "What is an object?") arose from
extensive discussion in the UK C Panel, the Committee counter
(unhelpfully) with "extensive previous [WG14] deliberations"; the UK
representative was at some other part of the last WG14 meeting going on in
parallel with the DR processing rather than at the DR processing.
