New files are patches to GCC, just like other patches, and are just as
subject to having defects that may be spotted on reading by the readership
of gcc-patches.
Of course, but the difference is that it's some work to get a patch from
the CVS, but a new file is just sitting there when you do the "cvs update",
so its just extra bits having it in email as well. People can read it
just as easily directly than they can in email (actually easiser
since it might have to be compressed in the email).
