After these patches (so it seems), arm-elf builds again.
Thanks. Though all linking tests (using simtest-howto.html;
arm-elf/arm-sim) fail with:
arm-sim/gcc/libgcc.a(__main.o): In function `__gccmain':
__main.o(.text+0x20): undefined reference to `__do_global_ctors'
I think I saw a message saying a similar error for mips was a
libgloss issue and that echristo had fixed it for mips.

PS. It'd be nice if arm-elf/arm-sim was always kept runnable as
per simtest-howto.html.
