[patch] fixing FIXMEs in top-level configure


These have been sitting in my local tree for almost eight months;
Eli Zaretskii has approved the GDB/djgpp change, and the only comment
I received on the Insight list was, "odd, wonder why it was ever done
that way".  I don't have write authority to the src repo, however.
