Finally I understand why my "install libiberty" makefile edits are firing
twice... I assumed that either it was an odd bug that nobody had exercised,
or that I was being stupid. Now I see that it's /supposed/ to do that.
The eventual documentation on cross-compiling should point to this section,
too, whenever that gets done.
