Unreviewed minor patch (maintainer-scripts/update_version)

This patch

    http://gcc.gnu.org/ml/gcc-patches/2001-05/msg02028.html

allows libstdc++'s version datestamp to be incremented along with those
already being done. It also allows update_version to take arguments,
which means that update_branch_version can be deleted.

If nobody complains in a day or so, I'll apply the patch and update
gccadmin's crontab.
