I looked this up yesterday. The way it works is, someone sends the
translation project's robot an e-mail with the URL of a release
tarball, and it extracts the potfile from that. The simplest thing to
do would be wait for 3.0 final and then feed it that tarball.
Possibly, we could in the future add a hook to the snapshot script so
it would automatically regenerate the potfile, add it to the snapshot,
then fire off this e-mail.
