This *is* the normal texinfo.tex - unmodified from ftp.gnu.org. The GNU
Coding Standards say to include the version of texinfo.tex you test with
in your distribution, and this is the one I have installed on my system,
so it's the one I'd end up testing with when texinfo.tex is missing from
the source directory.
