I'd suggest starting with moving the patch to merge c-tree.texi into the
main manual and use texi2dvi to generate dvi files since (a) that actually
improves the manuals users get rather than just rearranging things and (b)
that should avoid some conflicts in merging the docs move patch.

Also note my comment on overseers that the conversion to HTML should use
--no-split for compatibility with texinfo prereleases.
