Note that "make dvi" was already broken in 2.95, because of problems with
Chill. Also, the old "tex; texindex; tex" rules for "make dvi" do *not*
create a correct formatted manual; some manuals need at least three runs
of TeX to get cross reference page numbers right, which texi2dvi does
properly.
What version of GCC are the FSF going to use to produce their next edition
of the printed manual?
