I suggested we do the doc move and maintainer-mode fixes for doc
generation simultaneously, and volunteered to do that if the SC agreed
it was the right thing to do.  Have they decided?

3.0 or 3.1?  I hesitate to change the 3.0 branch unless it is truly
needed, and recommend that doc changes be limited to content, not
build process, unless there is pressing need.
