mn10300-elf is missing -mrelax

Whoever documented -mrelax for mn10300-elf in invoke.texi forgot to
implement it :-)
Here's the implementation. I'm checking this in.

linker if -mrelax is given.
(TARGET_SWITCHES): Document -mrelax.
