Because it is annoying.
Installing package/port/RPM is rather easy for most systems, and most
people are not really keen to manually install lots of additional software
to develop/test GCC.
Keep in mind that we're not only talking about our main development boxes,
but also guest accounts to track down/fix problems on other systems (many
of them with limited disk space).
