Lots of people are still using kernel series 2.2.x.
They may want to recompile their existing kernels,
after having installed a new version of gcc.
If GCC 3.0 can't compile Linux 2.2.14, this would discourage Linux
users from installing GCC 3.0. It would also cause aggravation for
some of those who do install GCC 3.0.
So, unless it is known that keeping this criterion would hold up the
release for a long time, I think it would be better to keep this
criterion.
