I'm not going to install this patch.
Basically the enable/disable switch for fast-fixinc will disappear in the
next major release -- ie, it is only being provided for the gcc-2.95.x series.
All remnants of the old fixincludes scheme is going to be deleted from the
mainline tree sometime in the not too distant future.
