A testcase meant to go into the testsuite needs to be send to egcs-patches.

Because many people do not provide testcases in a form suitable for
inclusion in the testsuite. Thus it takes developer time to put them
in the testsuite and we have to balance that time against our other
responsibilities.

That is its purpose.
