How about Android with Atom dual core CPU?  I got one of those yesterday 
"fabrique en Chine par motorola" intended to be sold in France with the 
instructions en Francais, even the FCC boilerplate.
32 countries in the list "cet appareil fonctionne en:" It works here too 
and speaks British.  Only 8GB however.
