Cannot Install GCC

Subject: Cannot Install GCC

I have downloaded the correct version(s) of GCC and cannot install it. I find
some sources explaining to do different things. Can someone please explain
how to download and install GCC, so that I may use it in Command Prompt. (I
have Windows XP.)
