ftp://gcc.gnu.org/pub/gcc/old-releases/gcc-2/gcc-2.7.2.3.tar.bz2

or in the old-releases/gcc-2 directory of any of the mirrors listed on http://gcc.gnu.org/mirrors.html.

Unless you have very particular requirements you'll be better off with a more recent release though or developing changes against SVN trunk. GCC 2.7.2.3 is nearly 10 years old.
