Gcc Cross-compile Problem

Subject: Gcc Cross-compile Problem

I am planning to build a gcc whose host is windows
and target is linux-gnu.
Which configure options should I take. And shall I need any other 
tools to assist this build. Do I need to build it on linux or
on windows
