libgomp: introduce LIBGOMP_OFFLOADED_ONLY macro

	* configure.ac [nvptx*-*-*] (libgomp_offloaded_only): Set and use it...
	(LIBGOMP_OFFLOADED_ONLY): ...here; new define.
	* configure: Regenerate.
	* config.h.in: Likewise.
