[AArch64][2/2] Add rtx cost function handling of clz, clrsb, rbit.
* config/aarch64/aarch64.c (aarch64_rtx_costs): Handle CLRSB, CLZ.
(case UNSPEC): Handle UNSPEC_RBIT.
