	PR bootstrap/49787
	* configure.ac: Move --enable-bootstrap handling earlier in file.
	If --enable-bootstrap and either --enable-build-with-cxx or
	--enable-build-poststage1-with-cxx, enable C++ automatically.
	* configure: Rebuild.
