Sorry, bad copy-paste of a command. The problem can still be reproduced:

$ autoreconf2.64 -i
$ mkdir gcc-build
$ cd gcc-build
$ ../configure --enable-maintainer-mode
$ touch Makefile.in
$ make
[...]
